美朝战争一触即发
朝鲜驻联合国副代表金仁龙10月16日警告说，朝鲜半岛的局势“已经到了一触即发的时刻，核战争随时可能爆发。”并表示朝鲜有权拥有核武器自卫。他指出，美国每年使用“核资产”进行大规模军事演习，更惊悚的是他所称的美国计划“秘密行动，目的是消除我们的最高领导人”。
金仁龙告诉联合国大会裁军委员会，自上世纪70年代，朝鲜就成了世界上唯一一直受到来自美国“极端的、直接核威胁”的国家，并表示朝鲜有权拥有核武器自卫。他指出，美国每年使用“核资产”进行大规模军事演习，更惊悚的是他所称的美国计划“秘密行动，目的是消除我们的最高领导人”。
金仁龙宣称：“这一年，在朝鲜受到美国不断升级的威胁，以及联合国日益严厉的制裁下，朝鲜已经完成了国家核力量，成为成熟的核大国，拥有各种射程的武器，包括原子弹、氢弹和洲际弹道导弹。”他警告说：“整个美国大陆都在我们的射程之内，如果美国胆敢侵犯我们的神圣领土，哪怕一寸，即使在世界任何地方也无法逃脱我们严厉的惩罚。”
身为朝鲜驻联合国副代表，金仁龙还强调，称朝鲜的核导弹兵工厂是不可颠覆无价的战略资产。”金仁龙表示：“除非美国的敌对政策和核威胁彻底消除，否则我们绝不会把核武器和弹道导弹放在谈判桌上。”他同时告诉联合国裁军审议委员会，朝鲜民主主义人民共和国的最终期许，就是希望建立一个无核世界。
但金仁龙说，与上述目标背道而驰的状况是，所有核国家都加快了他们的武器的现代化和“复兴不禁让人想起冷战时代的核军备竞赛。”他指出，包括美国在内拥有核武器的国家，拒绝参加七月在联合国获得122个国家批准禁止核武器条约的谈判。并且他表示：“朝鲜一贯支持彻底消除核武器，支持全世界无核化。但只要美国拒绝条约并用核武器不断威胁和勒索朝鲜，朝鲜就不会同意该条约。”
美国国务卿蒂勒森此前曾表示，第一枚炸弹投下之前，解决美朝危机的外交努力将会持续。”尽管特朗普几周前曾在推特上说，他的外交官试图与朝鲜领导人金正恩进行谈判是在浪费时间，并嘲弄地戏称金正恩是“小火箭的人”，但蒂勒森仍做出外交承诺。
