英银或重启即将到期的政策工具
英国央行货币政策委员会周三(7月26日)召开会议讨论将支撑下周会议的经济数据和通胀报告，为在受英国公投决定脱欧影响之际，提振企业信心，该央行或选择重启预定终止的一项政策工具，即所谓融资换贷款计划。
外界强烈揣测，英国央行将推出一系列措施，以助力经济。本月政策会议中，9名委员中的大部分委员都预期在8月份推出刺激政策，同时官员还讨论了“多种宽松政策选择及组合”。
虽然预计降息和新的资产购买计划将成为主要工具，但英国央行的其他选择或包括，延长“政策区间”，即延长通胀回升至目标的时间框架，购买企业债或延长并拓宽融资换贷款计划(FLS)。
FLS是为提振银行向中小型企业提供贷款的激励政策。该政策当前正接近尾声，预定于2018年1月结束。英国央行行长卡尼表示，许多行业的信贷条件已经正常化，使其有理由逐步撤去支持政策。虽然近几年中小型企业的融资情况已经改善，但中小型企业的贷款仍仅增长1.5%。”
天达证券驻伦敦的经济学家表示，英国央行会希望推迟政策结束日期，以便该政策工具显得更有意义，且还可能调整鼓励政策，引入更多的银行机构或小幅调整预期。
在6月23日英国公投后的首个报告中，英国央行的代理机构表示，信贷条件已经微微收紧，对信贷的需求正在放缓。
