周四，旧金山联储主席John Williams表示，美国经济增速良好，低油价还会持续一段时间，预计通胀将在两年内升至2%的目标水平。Williams称他自己并不像其他人那样担心中国经济增长，他认为中国会通过强度干预来实现本国经济增长目标。
Williams表示，美联储通过一系列的方法来作出货币政策决策，并没有什么方法说是绝对正确的。单一政策法则，不能左右美联储的决策。
Williams表示，货币政策正常化的过程是循序渐进的，希望美联储在利率方面缓慢行动。美联储希望货币政策具有可预见性，未来政策方向将取决于经济数据。Williams指出，当前经济数据与市场发出的信号并不一致。
由于欧洲和日本都开启了负利率，关于美国是否可能实施负利率的讨论增加。对此，Williams表示，美联储并不会在可预见的未来采用负利率政策，负利率可能会带来意想不到的后果。
Williams认为，美国经济增速良好，美国国内经济发展势头非常强劲。他预计低油价还会持续一段时间，美国通胀率将在两年内升向美联储2%通胀目标。预计美国2016年GDP增速为2.25%，2016年年底失业率会降至4.5%。
