金融市场反映欧洲央行本周仅有极低的可能降息，尽管油价目前处在欧洲央行预估的2016年油价水平的一半稍多，且长期通胀预估处在三个多月最低。
欧元区公债收益率周一微幅上涨，短期利率持稳，显示欧洲央行主席德拉吉12月的举措未能满足市场预期之后，氛围较为谨慎。
欧洲央行12月将存款利率下调10个基点，至负0.30%，并将每月资产购买计划再延长六个月，直至2017年3月。在12月会议前欧洲央行发出的信号似乎是让市场为更大幅降息、月度购债量增加和出台其他措施作准备。
自2012年承诺将“尽其所能维护欧元区”以来，德拉吉用行动为自己树立起屡屡令金融市场意外的名声。自2008年爆发金融危机之后，市场面对的是接踵而来的货币刺激措施。
荷兰合作银行资深市场分析师Elwin de Groot表示，“我想不起来德拉吉有在其他政策会议上以如此负面的方式令市场感到意外，对我来说，那暗示不想有更多动作。”
许多欧洲央行官员对近期是否有必要进一步采取政策行动持怀疑看法。
德国10年期公债收益率持稳于0.47%，自欧洲央行12月会议以后触及的高点已下滑约25个基点。近期油价下跌和中国经济放缓忧虑推低了德债收益率。
周一油价触及每桶27.67美元，为2003年来最低。欧洲央行今年经济预估中假设的油价是在每桶52.20美元。
对油价和长期通胀预期走势敏感的欧元区“五年远期”损益平衡通胀率跌破1.60%，触及去年10月初以来最低位。
