旧金山联储主席威廉姆斯周一(10月19日)表示，尽管海外不利因素令通胀受到抑制，但美国经济的上行动能强劲，美联储应在“近期”开始加息。
威廉姆斯指出，经济处于良好的轨道上，预计GDP增幅在2%或之上，预计明年GDP增速为2%-2.25%；经济成长放缓 是良好的迹象，否则有成长过快的风险；
随着经济状况增强，未来不需要保持所有的政策宽松度，不希望经济永远在“高压”下运行；预计失业率在今年稍后跌至5%之下，且将出现通胀已经企稳的迹象。
威廉姆斯在接受彭博电视采访时拒绝对美联储开始货币正常化的确切时间予以置评，并重申加息决定将取决于经济数据，且一旦开始加息，应遵循循序渐进的路径。
威廉姆斯称，在是否应该升息的问题上，升息还是按兵不动的几率相当，双方都有很好的论据。即便在美联储首次升息后，仍需要保持宽松政策一段时间。
目前正常利率低于20年前的水平，由于新的正常利率水平下降，需要以缓慢的步伐升息。可能无需快速升息，但不希望行动步伐落后于周期曲线。如果真的在未来几个月升息，且经济数据转为负面，届时可以降息。
