7月7日讯 ，周一(7月6日)欧洲央行宣布维持希腊紧急流动性援助（ELA）的上限不变，但将调整ELA抵押品的折扣率。这一决定将使希腊银行获得紧急贷款的难度增加，令希腊局势更加困难。
欧洲央行在声明中表示，“希腊的财务情况影响到希腊银行的运转，因为希腊使用的紧急流动性援助在很大程度上依赖于政府资产，只有政府提供足够的担保，银行才能获得ELA。”
尽管欧洲央行理事会同意将ELA上限维持在886亿欧元(合980亿美元)不变，但附带条件的变化表明新的政策更为严格。欧洲央行官员认为随着该国银行的关门以及资本管制已经实施了一个多星期，希腊人民在公投中投反对票使希腊的违约风险加大。
欧洲央行称将调整希腊银行接受的ELA抵押品折扣率，如果欧洲央行提高抵押品折扣率，ELA水平实际上就会相应降低。相反，ELA则有效增加。目前，欧央行并未明确将如何对抵押品折扣率进行调整。鉴于目前情况，折扣率提高将被视为风险更高。
对希腊银行来说无疑是个坏消息。希腊银行可能很快出现资金枯竭，希腊银行能否在周四重新开门充满不确定性，除非欧洲央行释放更多的资金。
据知情人士称，欧央行调整希腊银行的抵押品折扣将不会影响希腊银行的日常业务。
德国总理默克尔周一晚与法国总统奥朗德会面，他们表示与希腊会谈的“大门仍然敞开着”。欧元区财长将于周二会晤以为欧元区领导人峰会做准备。
