乌克兰总统波罗申科22日在法国表示，将通过举行全民公投的形式决定乌克兰加入北约的问题。
他说：“有关乌克兰加入北约的问题是非常重大的。我将举行全民公投，由人民来决定。”他强调，乌克兰加入欧盟问题是当前政府工作的优先方向，毕竟乌克兰是欧洲国家，同时没有乌克兰的欧洲也将是不完整的。他还表示，顿巴斯停火协议并未实现，流血冲突仍在继续。必须找到一种解决方法，能够预防交火，隔离敌对双方的力量机制。“克里米亚永远都是乌克兰的，是不可分割的”，他说。
另据俄新网23日报道，美国国务院发言人哈夫22日指责俄罗斯向乌克兰边境地区增兵。并称，俄罗斯继续在乌克兰东部部署防空系统及在边境地区集结部队。
