美国周一(4月6日)明确表示如达成核协议将逐步对伊朗放弃制裁。奥巴马总统还对以色列要求在德黑兰承认以色列的要求泼了一盆冷水。
奥巴马在接受全国公共广播电台（NPR）的采访时表示：“如果我们以要求伊朗承认以色列为前提对伊朗放弃核武器一事进行真正的谈判，这类似于在说，除非伊朗政权性质完全改变，我们才会签署协议。”
白宫正在积极说服美国国会议员和其他评论家接受伊朗，美国和其他五个大国之间于上周四达成的框架协议。
该框架是迈向最终协议的重要一步，但还未就制裁结束的时间和范围方面达成协议。在于六月末最后期限敲定最后协议之前，还要就许多其他问题进一步讨论。
伊朗的谈判专家与美国方面则表述的完全不同，称一旦协议签署，制裁将立即被解除。
华盛顿希望能先看到伊朗能持续遵守协议内容，而且如果伊朗知晓如其违约，还会再次对其进行制裁，伊朗可能会更加遵守协议要求。
