中国人民银行网站19日发布的《黄金及黄金制品进出口管理办法》称，央行根据国家宏观经济调控需求，可以对黄金及黄金制品进出口的数量进行限制性审批。
办法指出，央行会同海关总署制定、调整并公布《黄金及黄金制品进出口管理目录》。列入目录的黄金及黄金制品进口或出口通关时，应当向海关提交人民银行及其分支机构签发的准许证。办法同时规定申请黄金进出口（除因公益事业捐赠进口黄金）的，应当具备法人资格，且近两年内无相关违法违规行为等；申请黄金制品进出口的应该具备法人或其他组织资格，近两年内无相关违法违规行为等。办法自4月1日起施行。
