中国愿与俄扩大换汇额度消息刺激卢布飙升

美国彭博通讯社12月23日报道说，在中国官员表示愿意扩大与俄罗斯间的换汇额度以支援俄罗斯度过卢布危机后，卢布兑美元22日一度飙升逾9%至54.4807卢布(约合人民币6.21元)。
报道说，中国外交部长王毅日前在曼谷表示，如有必要，中国愿意协助俄罗斯，且相信俄罗斯能够克服当前的经济困难；商务部长高虎城也表示，扩大中、俄之间的“换汇”规模，以及在双边贸易上多用人民币，是最能够协助俄罗斯的。
普京上周召开年终记者会时，曾呼吁中国采取“大国外交”路线。不过普京的发言人皮斯科夫20日表示，普京并未与中国谈论任何金融援助议题。
报道称，中、俄已于今年10月签订为期三年、额度为1500亿元人民币的换汇协议，且在双方同意下可以扩大额度。中国人民银行[微博](央行[微博])已于12月19日通过微博公布了这项协议的运作细节，并指出“我们支付及收取的都是人民币，我们无须承担汇兑风险”。换汇额度可随着环境及汇率变化而调整，并非预先设定。
报道说，中国正在全球贸易及金融市场大力推广人民币，人民银行[微博]迄今已与28国签署换汇协定。分析师指出，扩大换汇额度可能有助于稳定卢布汇率，也能促使人民币成为一种全球性的准备货币。
