12月18日 – 沙特阿拉伯石油部长欧那密周四表示，在没有其他产油大国支持的情况下，石油输出国组织(OPEC)不会减产，他曾试图说服这些国家一起行动，但没有取得成功。
欧那密表示，在其他产油国增加产量时，OPEC独自减产并不能逆转油价跌势，而且会导致OPEC失去市场份额，不能保证支撑价格。他认为油价下跌是暂时的。
俄罗斯和墨西哥这两个非OPEC产油国的官员在11月OPEC会议之前曾造访维也纳，一些OPEC成员国希望这两个国家配合减产。
