在我国A股历史上，一共有7次暂停IPO后的6次重启，但是都未对市场的中短期运行趋势产生影响。而历史规律只是一个概率事件，不是必然结果。
对于股票市场来说，它产生与运行的目的为企业的发展提供一个融资的场所，上市公司通过在股票市场发行股票得到资金用于企业扩大规模和运营发展，而对于广大股民而言，购入企业股票可以获得上市公司的股权和参与公司盈利分红。在中国股票市场上，于上市公司于股民而言，“IPO重启”实质上却发生了变化。许多上市公司进入股票市场的圈钱性目的更强，而分红却较少。由于股民得到了分红少，所以许多投资者往往是依靠炒卖股票冲中赚取股价波动的差价来盈利。因此，不断的IPO重启只会不断地把股市的钱圈走，导致股市“失血”。为了让股市正常运营以及维护股民的利益，证监会会通过暂停IPO的手段支持股市。当IPO重启后，从另一个层面上而言，股市又要开始圈走资金。
二、IPO重启的理解
对于IPO重启，我们可以分两个层面来理解。，
第一个层面是：公司重启IPO。指该公司之前曾经申请上市，但由于各种原因搁置或被证监会否决，如今该公司再度提出上市申请，重新启动IPO流程。
第二个层面是：证监会重启IPO。指证监会暂停新的公司申请上市请求一段时间后，如今重新允许意图上市的公司提出IPO请求。
三、IPO重启的意义
在很大程度上，证监会会暂停IPO进而再进行IPO重启都是为提振股市和维护广大股民的权利，同时对企业或是公司的合法化和规范化运营提出了更高的要求。它督促企业必须按照有关规定初步建立符合现代企业制度要求的公司治理结构、规范运作，包括制定符合上市要求的公司章程，规范公司组织结构，完善内部决策和控制制度以及激励约束机制，健全公司财务会计制度等等，形成核心的竞争力。
