金砖国家组成对抗美元

据最新消息先生，中国、巴西、俄罗斯、印度和南非7月15日在巴西福塔莱萨签署协议，成立金砖国家开发银行，建立金砖国家应急储备安排。金砖国家新开发银行初始资本为1000亿美元，由5个创始成员平均出资，总部设在中国上海。各国派人轮流担任该银行总裁，首任总裁来自印度。在金砖国家应急储备安排中，也将建立达1000亿美元应急基金。
有媒体评论称，金砖银行的建立，标志全球最重要的五个新兴经济体开始采取实质的措施挑战美元在全球贸易中的霸权。目前，国际货币基金组织、世界银行甚至亚洲开发银行等都由美国等西方媒体主导，新兴经济体在现有的体制中的影响力与其实际经济表现并不相符。初始资本为1000亿美元的这一开发银行将一跃成为世界类似的最大机构之一。在国际货币基金组织的改革进入死胡同的背景下，金砖国家的新金融机构将会显著加强全球金融体系。
金砖国家开发银行的概念最早提出于2012年。英国金融时报此前称，金砖国家开发银行将成为1991年欧洲复兴开发银行成立以来设立的第一个重要多边贷款机构。
这一开发银行将用于为金砖国家的基础设施建设以及其他发展项目提供资金。俄罗斯国际文传电讯社称，这一银行与以往的世界银行的等最大的不同在于其体现出的民主原则，亦即五个国家拥有相等的权利。中国和俄罗斯曾经一度有望成为金砖银行的主要出资国，但是由于其他国家坚持平等的多边合作机制，因此金砖银行的出资结构将等额分摊。此前，金砖国家曾多次发表声明，批评世界银行与国际货币基金组织并未照顾发展中国家的权利。
根据报道，金砖五国将投资500亿美元用于启动基金。目前，具体的融资方式并不清楚。但此前路透社报道称，银行启动资本中的100亿美元将由五个国家以现金方式均摊。剩下的400亿美元将作为担保，用于从国际金融市场获得融资。5年后，银行资本将翻番达到1000亿美元。
巴西总统罗塞夫称，金砖国家开发银行的首任总裁将来自印度。据悉，金砖国家银行行长采取轮值制，五年轮值一次，印度是首任轮值主席。该银行的代表董事会将由五个国家将派出财政部长或者央行行长担任。俄罗斯是首任代表董事会主席。
随着金砖国家的组成，美元在国际货币中的地位能否继续坚挺？如果美元地位受到撼动，以美元计价的黄金必然受到影响。
