黄金定盘价机制改革成疑云

世界黄金协会(WGC)对外发布邮件表示，将在7月7日于伦敦召开关于黄金定盘价机制改革的讨论。WGC表示，改革后的定价是基于实际成交价而非报价，这将是一个可以交易的价格，而不是参考价。
一些市场参与者对WGC在伦敦黄金市场协会（LBMA）考虑的计划之外对定盘价制度进行讨论表示意外。
此前由于LBMA将结束对伦敦白银定盘价的管理而正在对希望接手的机构进行选择，目前有10家机构表示有兴趣接手，并且LBMA还收集到了上百个替代方案。
一位业内人士称，WGC选择在LBMA对白银定盘价制度进行磋商的第二天宣布对黄金定盘价制度改革的举动让人不得不怀疑是否希望获取主动权。
WGC的政府事务主管在接受采访时说：“这是和LBMA分开的倡议，黄金银行们和LBMA在一边，提供定盘价，而我们则在另外一边，也就是使用定盘价的用户们那边。”
“我们要确保有一个论坛能让定盘价的用户们一起，包括供应链上的所有用户，那么改革过的定盘价的管理者们可以重视用户们希望有的要素。”
不过WGC将减少任何会和LBMA有分歧的建议，并称LBMA也将参加讨论。
LBMA代表的是伦敦的市场参与者，而WGC代表的是黄金的生产者们，因此一些黄金生产行业的人士表示，出现目前的状况并不让人意外。
近年来对伦敦黄金定盘价被操纵的怀疑不决于耳，一个典型的例子是：5月份，巴克莱银行一名前交易员利用巴克莱银行系统漏洞，试图操纵当天的黄金定价机制以便非法获利，英国金融行为监管局对巴克莱银行处以约2600万英镑的罚款。随后，贵金属基准价的审查力度进一步加大。
WGC负责央行和公共政策事务的主管邓普斯特（Natalie Dempster）说：“黄金定价机制已经确立了一个世纪了，是时候进行改革了。今天，市场对规范化透明性和技术提出了更高的要求。”
他补充道，要想重新赢得行业的信任，现代化就显得迫在眉睫。要么对原有的定价机制进行改革，要么寻求新的定价机制。
