印度计划下调2-5%黄金进口税

印度财长部周三(6月4日)为该国的珠宝首饰业,黄金进口商以及消费者带来了一个振奋人心的消息。据一位财政部高官称,可能会把黄金进口税从目前15%的历史高位下调2-4%,而这会成为新任财政部长Arun Jaitley今年7月政府预算案中的一部分。
该官员还表示,“我们正在研究将黄金进口税下调2-4%的可能性,目前最有可能的是先下调2%。同时在决定进一步下调之前,会先对外汇情况进行密切监视。”
上个月印度人民党顺便击败国大党,成立了印度新一届政府。而在此前国大党执政时,尽管主席甘地(Sonia Gandhi)曾要求过下调黄金进口税,但当时财政部长P Chidambaram却迟迟没有行动。
由于去年国际金价暴跌,印度人民疯狂购买黄金,令政府经常帐赤字(CAD)快速膨胀,卢比兑美元汇价在去年8月接连暴跌。无奈之下,当时政府连续三次上调黄金进口税至历史高位,同时印度央行(RBI)颁布了80:20进口法则,要求黄金进口商将20%的进口黄金用作加工再出口。
然而,过于严苛的黄金进口管制令印度国内黄金行业遭到重创,黄金非法走私数量激增。珠宝首饰行业占印度总GDP的8%,雇佣人员超过130万人。同时,印度也是世界最大的黄金消费国,占全球总需求的20%。
经过了近一年的调整,目前印度CAD已经有很大的改善,而这也能促使新政府进一步为黄金进口松绑,提振该国的黄金珠宝首饰业。
数据显示,2013-14财年印度CAD已收窄至GDP的1.7%,较上一财年的4.7%大幅改善。除此之外,2013-14财年印度政府还增加了150亿美元的外汇储备。
近期印度央行已经放宽了部分黄金进口管制,允许除银行外的部分贸易商进口黄金,以刺激出口。
