欧洲各央行承诺保持黄金储备

欧洲各央行19日更新了一项5年期协议,承诺不会出售“可观”数量的黄金,此举为看涨黄金的投资者注入了一剂强心针。
根据将于99份月到期的现有《央行黄金协议》(Central Bank Gold Agreement),欧元区国家外加瑞典和瑞士承诺,每年总共出售的黄金将不超过400吨。协议再次确认了黄金作为储备货币的地位,但不再提及出售限额--这相当于承认欧洲各国无意出售黄金。
各央行在声明中表示,它们将“继续协调黄金交易,以避免市场波动”。
各央行补充表示:“各签约国指出,目前而言,它们没有任何出售可观数量黄金的计划。”
《央行黄金协议》缔约于1999年,目的是为了减少各央行(包括英国财政部)大量出售黄金导致的黄金市场波动。英国财政部在当年早些时候一举出售了一半黄金储备,导致金价走低。
该协议下的黄金出售量在截至2005年9月的一年里创下497吨的最高纪录。但据世界黄金协会(World Gold Council)数据,过去5年欧洲各央行仅出售了23.5吨黄金,主要是为了铸造金币,而同期它们的最大可出售量为2000吨。
金融分析师表示,较低的出售量已使年度限额变得无关,而央行在金价低迷之际声明承诺维持黄金储备,释放了一个更强有力的信号。
瑞银贵金属分析师约尼·特韦斯表示:“这为市场提供了一些安慰,市场对这条消息的反应看上去不错。”
继西方的交易所交易基金投资者大量抛售黄金之后,金价去年下跌28%。目前的金价为每金衡制盎司1300美元,比2011年每盎司1920美元的峰值低32%。
世界黄金协会的央行及公共政策事务董事总经理纳塔莉·登普斯特表示,新协议“对黄金市场是重大利好消息”。登普斯特表示:“对于可预见的未来而言,这个信号非常清晰:欧洲各央行将不再抛售黄金。”
《央行黄金协议》签约国拥有约1.1万吨黄金,超过官方部门总持有量的三分之一。过去4年里,各国央行一直是净买入者,2013年央行购买总量达到368.8吨。
