克里米亚公投重新入俄 金价上涨

英国金融时报16日报导，乌克兰克里米亚(Crimea)半岛地方政府宣布，16日的公投投票率高达82%；在半数已计算投票当中、95%支持重新加入俄罗斯。1954年以前克里米亚隶属苏联，随后苏联最高领导人赫鲁晓夫(Nikita Khrushchev)将它转移给乌克兰。乌国第四大城市顿内次克(Donetsk)的俄罗斯支持者冲进检察官办公室、撕毁悬挂在屋顶上的乌国国旗并换上俄国国旗。克里姆林宫表示，俄国总统普京(Vladimir Putin)在与美国总统欧巴马(Barack Obama)通话时表示，欧洲安全暨合作组织(OSCE)观察人员应该全面进驻乌国各地区。仅管如此，金融紧张情势持续升高。一名资深银行家预估，过去几周以来俄国企业已自美国、欧洲汇回500亿美元资金。俄国央行告诉当地银行业，如有必要将会迅速重启2008年金融危机时曾动用过的紧急流动机制。彭博社报导，根据Levada Center在3月13日针对1,603名俄国人所做的民调，高达72%的受访者支持普京的施政表现。俄国人担心俄语人口众多的克里米亚会重新上演乌克兰首都基辅市独立广场的动荡情势。
俄国总统任期已从4年延长为6年。2000年上任的普京如果在2018年再度赢得连任的话将可掌权至2024年。根据富比士(Forbes)在去年10月公布的「2013年全球最有权力人物」排行榜，有望执政至2024年的普京名列第一。嘉实XQ全球赢家系统的报价显示，截至17日上午7时28分(GMT+8)为止，黄金现货价上涨0.42%、报1,387.58美元/盎司；开盘迄今最高升至1,392.08美元/盎司、创2013年9月9日以来盘中新高。以美元计价的俄罗斯RTS指数14日下挫1.48%、收1,062.47点，创2009年9月4日以来收盘新低；盘中最低跌至1,016.01点。截至17日上午7时24分(GMT+8)为止，标准普尔500指数期货在电子盘下跌0.25%、报1,828.40点。
