中国黄金：重量不超200克 不需报税

路透社报道，中国人民银行周一发布征求意见稿，拟规定个人携带小额黄金出入境免予申报纳税，这或将给日益活跃的国内个人在境外购买黄金或相关首饰提供便利。
央行在《黄金及黄金制品进出口管理办法（征求意见稿）》中称，个人携带自用黄金及黄金制品进出境，重量在200克以下的，免予向海关申报和交税。
央行并称，个人携带自用黄金及黄金制品进出境，重量超过200克的，应当主动向海关申报，并凭人行及其分支机构出具的准许证办理交税、通关手续。
征求意见稿称，办理个人携带黄金及黄金制品进出境准许证，应符合下列条件：一件不可分割的自用黄金及黄金制品；重量在200克以上5,000克以下；1年内每人限1次。
“中国人民银行根据国家宏观经济调控需求，可以对黄金及黄金制品进出口的数量进行限制性审批。”该文件指出。
除了个人方面外，管理办法还明确规定了申请黄金及黄金制品进出口的法人应具备的条件，以及进出口所需提交的材料。
文件还要求，获得黄金进出口资格的市场主体承担平衡国内黄金市场实物供求的责任，进出口黄金应当在上海黄金交易所内登记，进口黄金还应在上海黄金交易所完成初次交易。
央行表示，意见反馈的截止日期为10月29日。
尽管中国不公布官方的黄金进出口数据，但世界黄金协会今年稍早发布报告称，去年中国大陆经由香港地区进口黄金达到创纪录的834.5吨，同比增长94%，几乎相当于2011年431吨的两倍。
