若经济无明显恶化 或于9月缩减QE规模

美联储理事兼达拉斯联储主席周一(8月5日)在讲话中指出，只要美国经济状况没有在近期出现可以令人确信的恶化势头，那么美联储就应该在下个月开始削减其量化宽松(QE)购债措施的规模。
费舍尔同时强调，在美联储内部持有上述观点者已远不止他一人，但最终美联储如何决策，大家仍需拭目以待。他同时对美国近期的经济数据做了评述，称数据状况令其喜出望外，因而，尽管此前有诸多市场人士认为美联储对于经济前景的预期过于乐观，但实际上，美联储的预测可能是对的。
并且他因此暗示，美国二季度国内生产总值(GDP)数据在此后还有被进一步上修的可能，而这一状况也将会使美联储意识到开始缩减QE规模的时间已经成熟。
