8月12日，现货黄金在探底后出现反弹回升，由于俄罗斯疫苗受到安全性之一，美国两党对于经济刺激方案也在持续争执，美元反弹势头被压制。若短时内没有新的动向，美联储可能会采取新行动来刺激经济。
俄罗斯总统普京周二称，俄罗斯成为全球首个新冠肺炎疫苗获监管批准的国家。普京和其他官员则表示疫苗是完全安全的。普京称他的一个女儿作为志愿者接种了疫苗，且感觉良好。
但俄罗斯卫生部是在开始更大规模的三期临床试验之前就批准了该疫苗，引发一些专家的忧虑。临床试验成功比例仅约10%，一些科学家担心俄罗斯可能把国家声望置于科学和安全之上。
美国的疫情远未结束，累计确诊病例数突破530万人，死亡近16.8万人。投资者一直希望共和党和民主党能弥合分歧，就另一项援助计划达成协议，以给数千万失业的美国人提供支持。
相关磋商于上周五破裂。双方拒绝在两大关键议题——向州和地方政府提供援助以及为数以百万计受疫情冲击的工人提供补充失业救济金——上作出妥协，前者是民主党要求优先考虑的事项，但共和党议员普遍反对。
美联储委员会周二宣布，调整市政流动性融资（MLF）的定价，将每个信用等级类别的免税票据利差降低50个基点，并下调了应税票据相对于免税票据的利率调整幅度。这一变化将确保MLF继续提供有效支持。
但分析师称，美国总统特朗普周末试图绕开陷入僵局的国会新冠救助法案谈判，这无助于提振经济。即使他能够克服相关行动的法律质疑，这些努力可能也无法产生很大的刺激作用。
高失业率只会使社会保障在未来失去其应有的功能。无论如何，失业者无法有为社会保障做出贡献。如果希望经济重新振作起来，就必须让资金更快速地流转起来，创造更多就业岗位，这样才能重塑投资者对美国经济前景和美元的信心。
