5月13日，美元指数继续处于劣势，现货黄金走强，市场预测美国可能走向负利率道路，同时美国总统特朗普敦促美联储实施负利率，而且目前美国两党之争将会持续增加投资者的不安情绪。
但美国总统特朗普周二再度敦促美联储实施负利率。特朗普发推文称：“只要其他国家还在享受负利率的好处，美国也应该接受这个‘礼物’。巨大的数字！”
美国4月消费者物价创大衰退以来最大降幅，核心物价创纪录下跌，在为减缓新冠疫情蔓延而采取的封锁举措令美国经济陷入了更深的衰退之际，这加剧了人们对出现一轮通货紧缩的担忧。美国货币市场工具从上周开始消化负利率的可能性，美指多头在100关口附近遭遇阻击。
但投资者认为，负利率作为一个选项无法绝对排除，特别是如果新冠病毒疫情导致美国经济进一步恶化的话。疫情已经导致逾140万美国人感染，逾8.3万美国人死亡，并且经济陷入瘫痪。
市场此前认为，疫情最糟糕时期已经过去，经济只会越来越好。但福奇的评论给金融市场近几周的乐观情绪蒙上阴影，美股上日收跌加剧了围绕经济前景的谨慎情绪，也给金价提供了适度支撑。
美国白宫经济顾问哈西特在布鲁金斯学会一场网路直播活动中表示，如果重启经济能够成功，现有对企业与劳工的纾困举措可能已经足以让经济维持坚实基础，不过需要更多数据印证。
共和党人说，在各州正在重启经济之际，他们希望暂不推出新的新冠纾困立法，以评估国会自3月初以来已推出的近3万亿美元援助所带来的影响。目前美国有数以千万计的人失去了工作。
国会对政府危机因应方案进行立法，是舍本逐末的做法。美国两党的当务之急是，必须搁置党派利益和观点纷争，齐心协力应对形势依然相当严峻的新冠疫情；否则只会加剧金融市场的恐慌情绪，受益的自然是黄金等避险资产。
