退出伊核協議，OPEC減產協議岌岌可危
美國總統特朗普宣佈美國將退出伊朗核協議，並恢復對伊朗的制裁。幾乎與此同時，沙特媒體機構援引一名匿名能源官員的話稱，沙特將努力減輕石油市場任何供應短缺所帶來的影響。
據外媒報導稱，美國將給其盟友180天的緩衝期退出伊朗石油交易。180天過渡期結束後，美國將重新對伊朗央行、指定的伊朗金融機構及伊朗能源領域實施制裁。
在特朗普宣佈退出伊朗核協議的決定之後，美國財政部長努欽表示，對伊朗的制裁即刻生效。在伴隨著特朗普宣佈決定的一份檔裏，美國財政部明確表示，美國將繼續致力於減少伊朗石油銷售。
分析師表示，那些為了避免二級制裁尋求從美國國務院獲得“大幅削減”豁免的國家，需要顯示其在11月4日之前減少伊朗石油採購，以便未來數月可以觀察到其購買模式的變化。
7年前，美國及其盟友因伊朗核專案對伊朗實施額外制裁。據美國能源資訊署（EIA），當時歐洲及亞洲的買家轉向尼日利亞、沙特、科威特、伊拉克和安哥拉購買石油。中國當時增加了安哥拉和伊拉克的石油購買，其他亞洲國家則轉向從尼日利亞進口石油。
限制伊朗石油產量將為沙特填補缺口打開空間，因為沙特是OPEC中閒置產能最多的成員國。在上一輪對伊朗遭遇制裁後，沙特增加了石油產量，以應對當時沙特所說的來自客戶的額外需求。
石油輸出國組織OPEC與俄羅斯等非OPEC產油國從去年年初以來堅持減產，經過一年多的努力，減產取得了一定成效。原油市場供過於求的局面得到緩解，推動國際油價回升至每桶75美元上方，至2014年以來最高水準。
今年4月，堅持推行減產的OPEC最大產油國沙烏地阿拉伯原油產量為990萬桶/日，與3月持平，繼續維持在低位。受委內瑞拉原油產量持續下降影響，OPEC總產量進一步跌至一年低點3193萬桶。
美國退出伊朗核協議後，一方面，沙特可能會增產以填補供應缺口，而沙特作為OPEC最大的產油國，其產量增加可能會對OPEC減產效果構成不利影響；另一方面，伊朗可能會不再“假裝”遵從OPEC領導的減產協議，這可能導致其他國家也“背叛”減產協議，從而讓減產協議“岌岌可危”。
美國明確表示，將打擊那些與伊朗做生意的其他國家。美國財政部表示，正密切追蹤這180天緩衝期期間“伊朗石油購買減少的數量和比例”，尤其是那些尋求美國豁免以允許購買部分石油的國家。
分析師表示，特朗普“直接威脅那些拒絕配合美國實施制裁的國家”。儘管有新的指導，考慮到美國有關鋁和鋼鐵關稅的決定，各國很可能尋求美國尋求澄清，其到底對他們和他們的企業有哪些要求。
