特兰普基建计划大幅增加负债

国际评级机构穆迪警告称，将下调美国的主权信用评级，特朗普应做好准备。原因是，特朗普及美国民主共和两党激进的财政政策将让美国深陷债务的泥潭，同时扩大美国的预算赤字，导致严重的财政恶化。
简言之，由于所谓的“特朗普经济学”（Trumponomics），美国信用评级被下调将不可避免。如今，随着白宫2月12日公布特朗普预算提议，预计未来10年美国债务将从目前的20.5万亿美元上升至2028年的29.9万亿美元。穆迪调降美国信用评级的动力更大了。

特朗普周一在推特网站上称，“这将是基建的伟大一周。在中东愚蠢地花费了7万亿美元后，现在，应该开始向‘我们的’国家投资了！”
根据特朗普基建计划，美国联邦政府将拨款2000亿美元，以推动其他融资以完成1.5万亿美元基建，其中1000亿美元为与州及地方政府的配对拨款，200亿美元来自扩大借款计划及债券，500亿美元农村基建启动计划，200亿美元变革项目及100亿美元联邦建筑物开支。白宫希望其余的资金由州及地方政府与私人投资承担。
联邦基金在任何项目中的总成本占比不超过20%，剩下的80%由美国城市及州政府负责筹集。
鉴于美国参议院需要60票才能通过、在联邦基础设施基金的专款结构方面缺乏两党共识，以及美国即将到来的中期选举之前的政治考虑，特朗普基建计划今年实施的难度很大。
