硬脱欧可能让英国损失500亿英镑
周四发布的一份独立经济报告显示,在未达成脱欧贸易协定的情况下脱欧,英国到2030年将流失近50万个就业岗位,以及近500亿英镑(670亿美元)的投资。伦敦市长萨迪克·汗表示,英国可能会承受低增速和低就业的十年。
这份报告受伦敦市长萨迪克·汗(Sadiq Khan)的委托,由英国剑桥计量经济学会(Cambridge Econometrics)所作,给出了英国退出欧盟5种可能的情形。这5种场景从相对无缝脱欧,到在未达成临时协定的WTO条款下脱欧,在报告中被称为“硬脱欧”。
萨迪克·汗表示,英国可能会承受低增速和低就业的十年。他补充道,“部长们扭转协议的时间正在快速流失。”
2017年12月,欧盟领导人同意英国脱欧谈判进入第二阶段。英国和欧盟将很快开始在界定他们未来的贸易关系方面做出努力。
然而,关于英国最重要的金融服务业进入单一市场的僵局正威胁成为英国脱欧主战场之一。英国定于2019年3月退出欧盟。
该报告指出,每一种脱欧结果都将伤害英国经济。越是硬脱欧,对经济造成的伤害就越严重。
分析师表示,在即将到来的英国脱欧之前,英国企业继续落后于他们的欧洲同行。“随着英国准备明年退出欧盟,位于伦敦的公司正艰难地吸引投资。”2017年,欧洲大陆的投资项目同比增长17%,而位于英国的企业的投资项目同比大体持平。他表示,由于英国脱欧带来的极大不确定性,来自全世界的公司更可能会推迟在英国的投资。
尽管如此,该报告却也指出,虽然英国强硬脱离欧盟将会对英国经济产生严重影响,但其世纪破坏程度,仍比英国公投前预测的要小很多。
该报告所呈现的结果与国际货币基金组织(IMF)及 英国国家经济社会研究院(NIESR)在英国公投前所做的评估一致。
