美国削减联合国预算只为报复？

就在美国宣布削减联合国预算前一周，联合国大会以压倒性多数投票通过一项决议，认定任何宣称改变耶路撒冷地位的决定和行动“无效”。美国总统特朗普2017年12月6日宣布承认耶路撒冷为以色列首都，并将启动把美国驻以色列使馆从特拉维夫迁往耶路撒冷的进程。
在联合国就耶路撒冷地位问题进行表决之前，特朗普曾威胁称，将对赞成联合国决议草案而反对他承认耶路撒冷作为以色列首都决定的国家切断资金援助。“有些国家拿走美国数以亿计的钱，却反过来投票反对美国，我们会注意那些投票的国家，让他们投票反对我们吧，这样我们会节约大笔资金，我们不在乎。”
黑利在给几十个联合国成员国的信中警告说，他们应该知道美国总统和美国重视这次投票。她写道，“总统将会认真关注这次投票，并要求我报告那些对我们投反对票的国家”。
然而，联合国无惧特朗普威胁，最终大会当天以128票对9票的结果通过决议，35个国家投了弃权票。决议要求以色列和巴勒斯坦通过谈判决定耶路撒冷的地位。
巴勒斯坦外长马勒基（Riyad al-Maliki）在联合国大会上发言表示，特朗普政府的耶路撒冷决定时对地区和平和安全的冒犯，将美国与国际社会隔离开来。
土耳其外长恰武什奥卢（Mevlut Cavusoglu）则强调，只有两国解决方案并遵守1967年边界才是巴以持续和平的根基。因为耶路撒冷是犹太教、基督教、伊斯兰教的三教圣地，所有人类都应该联合起来维护目前的现状。“一名联合国成员国最近承认耶路撒冷作为以色列首都的决定违反了国际法。这一决定时对所有普世价值的粗暴攻击。”
美国为联合国预算贡献约22%，或近33亿美元。今年3月，特朗普要求美国国务院削减超过50%。
在削减联合国预算后，黑利明确表示，“我们将不再允许美国人民的慷慨被利用”，并补充道，“这一历史性的开支削减是向正确方向迈出的一大步。”
