美国动了欧盟利益，被集体声讨
最近，因特朗普税改中三项措施伤及欧洲利益，欧洲五国财长发信指责美国破坏国际贸易准则，但美国的回应却明显是耍滑头：我们认同各位欧洲财长的意见，但是现在提出实在太晚了，我们来不及对税收方案做出改变。
《金融时报》报道，“来自欧洲五大经济体的财长们警告特朗普政府，共和党的减税计划藐视国际协议，破坏国际贸易规则，威胁要将美国华盛顿内的税改政策战争变成 ‘横渡大西洋的战争’。”
当然财长们也表示他们并不打算干预一个国家税收政策的改革，毕竟这是国家主权的“根本支柱”之一，但是在这封信中，他们还是警告美国财政部长”姆努奇恩(Steven Mnuchin)：华盛顿不应该以反避税措施为幌子展开贸易争端。
如果美国公司从海外供应商那儿购买货物要交20%的“消费税”，但是对于国内企业之间的交易却没有这样的征税。信中表示：这明显是贸易歧视，违反了世贸组织规定的国际准则。
如果美国出口商从自有品牌和其他隐形资产中获利，那么就会对其实行税收优惠。信中指出：这一措施明显是“非法出口补贴”，旨在威胁欧洲，防止欧洲报复。
在美国和欧洲的国际银行和保险公司任意转移税收，而毫不顾及维持整个跨大西洋区域的资本流动的平衡。
一些美国税务学者也对欧洲的一些批评意见表示赞同，他们最近发表的一份报告指出：消费税和资金流动措施明显“违反了WTO的准则，并且呈现出了税收协定的问题。”
一位法国财政部长指出本次使用信函这种正式的方式与美国沟通是因为之前“非正式”的沟通效果不佳。
但是，一位特朗普新财长Steve Mnuchin部门的发言人表示：我们赞同欧洲各位财长的意见，但是特朗普政府和美国立法者都希望在年底前赶紧完成美国税改，现在这个时间点实在太晚了，实在没什么改变税收规则来满足各位欧洲财政要求的希望了。”
其实，这已经不是美国和欧洲第一次就把税收问题引发争端，这一问题最早可以追溯到奥巴马时期。当时美国总统奥巴马公开抱怨欧盟委员会针对美国技术集团与几个低税率的欧盟国家达成“甜心”税收协议行动。最引人瞩目的一起案件是针对苹果的，苹果被布鲁塞尔命令向爱尔兰支付130亿欧元的税款，在卢森堡的亚马逊和在荷兰的星巴克也遭遇过如此“待遇”。
