飓风让美国损失1800亿美元，灾后重建任务重大
对于此前在飓风“哈维”肆虐下严重受灾的得克萨斯州来说，在风雨暂歇之后，大家也可以暂时缓过一口气来。但这却也意味着，繁重的灾后清理和重建任务将接踵而至，对于当地政府和美国联邦政府而言，这都绝不会是什么轻松的事情。
4级飓风“哈维”于当地时间8月25日登陆得克萨斯州，成为了近半个世纪来袭击该州的最强大的飓风。迄今为止，飓风已经造成约50人丧生，100万人无家可归，20万户民居严重损毁。
此前一星期的时间内，该市的累计降水量达到了惊人的50英寸(1300毫米)，超过了正常年景一整年的总雨量。截止至周日，仍有8.27万户居民未恢复供电，而在此前最糟糕的时候，断电居民总数曾达超过30万户。断电造成阿科玛化学公司的一处低温化学品工厂因失去制冷动力而发生爆炸，该公司被迫将其他化学品槽罐提前自行烧毁，以避免二次爆炸冲击。周围1.5英里(2.4公里)内的居民也被全部疏散。
而在灾情总体已经结束后，得克萨斯州州长阿伯特(Greg Abbott)周日表示，飓风哈维所造成的经济损失可达1800亿美元，这是此前预估的400亿美元的整整四倍还他，如果这一预估是准确典个话，那么它将超过12年前2005年摧毁新奥尔良市的“卡特丽娜”飓风(损失为1600亿美元)，成为美国有史以来最“贵”的一场自然灾害。
但问题在于，灾害的影响还只是刚刚凸显，飓风二次登陆的得州东南部地区的灾情救援工作仍在进行之中。更糟糕的是，重灾区哈里斯县只有20%的住户购买过水灾保险，所以，需要多少资金才能让那些无家可归的灾民重返家园，也是个大难题。得州政府表示，他们已经拨出了专项基金来设法收容这些灾民。
美国总统特朗普则在刚刚过去的周末再度飞赴得州灾区，并在休斯顿接见了灾民和救灾人员代表，以回应其此前在上周二到访灾区时未深入最重灾区一线所招致的批评。特朗普解释称，当时未深入休斯顿等重灾区，是不希望自己的行踪打乱打乱当时正在紧张进行中的灾情援救工作。
按特朗普的如意算盘，得州的灾情将使他占据道义制高点，能够逼迫国会的共和党保守派批出更多的财政预算资金，包括被他捆绑在内的“修墙”费用，而国会该如何“接招”，则更加值得关注。而在灾情的加持之下，原本就已经千头万绪的“财政大谈判”势必也会面临更多变数。
