全球央行年会爆大料，宽松政策如何应对
本周市场将聚焦杰克逊霍尔的全球央行年会，此次会议欧洲央行行长德拉基将唱主角。观察人士认为，尽管多重迹象表明欧元区经济正在复苏，但德拉基仍可能一边“自夸”，一边暗示还要继续坚持宽松。
2014年时，德拉基在午餐会承诺使用“所有需要的工具”来扭转通胀的趋势，随后欧洲央行就开始了大规模的购债计划。欧洲央行的观察人士认为，德拉基此次讲话可能会透露欧洲央行是否在9月宣布退出宽松计划的信号。
观察人士称，德拉基料将表示欧洲央行的一系列政策已被证明有利于经济增长。德拉基上一次讲话时曾表示，欧元区的经济正在复苏，最明显的是失业率大幅下降。今年6月欧元区失业率降至9.1%，为2009年2月以来的最低水平。2014年8月时，这一数字为11.5%，失业人数自那时以来已经下降了370万。
债券购买并不能完全解释欧洲的情况。当德拉基三年前发言时，欧元区的经济政策出现了明显的不一致，当时欧洲央行正在为刺激经济增长和通胀提供刺激，而欧元区各国政府却在试图缩小预算赤字，双方行动的结果恰恰相反。
德拉基的演讲本质上是呼吁所有人都朝着同一个方向努力，在某种程度上，它成功了。各国政府的财政政策已经停止了和货币政策“做对”，现在正与之合作。根据IMF对欧元区经济政策的年度评估，今年欧元区政府预算将“温和扩张”。但IMF也指出，德拉基的呼吁超出了各国政府管理预算的能力，因此进展缓慢。
因此，观察人士认为，尽管德拉基可能会强调货币政策取得了一定程度的进展，这将有助于减少刺激措施，但他也很可能会保持谨慎的态度，暗示不会很快退出购债或其他刺激措施不会很快撤出。欧洲央行的货币政策正常化，和美联储一样，进展将非常缓慢。
