美联储缩表成定局，年底加息仍有可能
美联储7月纪要显示官员们对通胀能否在短期回暖依然分歧较大，年内加息可能性有进一步降低迹象，加拿大帝国商业银行认为其料于9月正式宣布缩表，瑞典北欧斯安银行则表示，年内料再加息一次，或于10月开始缩表。
北京时间周四(8月17日)02:00美联储公布了7月货币政策会议纪要，显示官员们对通胀能否在短期内回暖依然分歧较大，年内加息可能性有进一步降低的迹象，加拿大帝国商业银行(CIBC)和瑞典北欧斯安银行(SEB)对此进行了解读，具体观点如下。
尽管近期美国通胀表现疲软，但美国联邦公开市场委员会(FOMC)委员们似乎仍认为进一步收紧货币政策适宜。7月纪要暗示，大部分委员仍认为近期通胀的走软是暂时的，多数预计未来数年将逐步回升。
因此除非发生一些不可预见的事件，否则该行预计美联储将于9月正式宣布缩减资产负债表，下半年若录得几个月“健康”的物价涨幅，将令12月加息可能性犹存。
此次纪要令该行对美联储年内再加息一次仍有信心，不过如此前所警示，疲软通胀意味着美联储可能暂停加息，除非物价或薪资加速上涨。由于美国通胀持续疲软，且薪资增长仍温和，将美联储下次加息预期从9月推迟至12月。
缩表方面，预计美联储将在9月货币政策会议上宣布，将于10月开始缩表。美国债务上限问题主导的金融市场波动性可能推迟缩表时间节点，但料不大可能取消。
市场极有可能快速消化此次决议，并将市场焦点转向8月24日-26日召开的杰克逊霍尔全球央行年会，此次年会将令美联储在下次货币政策会议前，有机会澄清其政策意图。
9月30日美国债务上限将再度到期。美国国会预算局预计，如果债务上限保持不变，9月初用以暂时扩大美国政府借贷能力的“非常规措施”将耗尽，此后美国财政部仅能凭借有限的所持现金和不稳定的税收进项，逐日应对各种支出，并最迟于10月中旬触发技术性违约。
