北美自贸协定重启，特朗普又骗人
加拿大、墨西哥和美国将于8月16日重新谈判北美自由贸易协定，本次重谈料于2018年2月前完成。不过，分析师认为，若美国政府在本次谈判中收紧对汽车和配件原产地的规定的话，那么或与汽车行业闹矛盾。
美国贸易代表官员称，在重新谈判北美自由贸易协定(NAFTA)的第一周，与会各方都将会提交大量的提案。据悉，本次会谈将于周三(8月16日)开始。并表示，实际上，首轮贸易谈判将会激烈进行。不过，他没有详细说明具体的细节。
此前，美国总统特朗普(Donald Trump)在竞选期间曾威胁称，要退出北美自由贸易协定。他认为，这项于1994年生效的贸易协定损害了美国的制造业，并令美国的工作岗位转移至工资水平较低的墨西哥。不过，特朗普后来声称，他已被加拿大和墨西哥说服，准备重新谈判该协定。
尽管美国政府官员表示，目前还没有明确规定达成协议的最后期限，但墨西哥正努力争取在该国总统大选正式开始前完成这项工作。据了解，墨西哥总统大选将于2018年2月正式举行。
美国政府表示，本次谈判的首要任务是减少美国与墨西哥之间高达640亿美元的商品贸易逆差，同时减少与加拿大之间的110亿美元的商品贸易逆差。并且，美国还希望阻止其贸易伙伴的汇率操纵行为，强化北美自由贸易协定的原产地规则，并取消一项贸易争端解决机制。然而，加拿大则希望遵守这一机制。
加拿大外交部长弗里兰(Chrystia Freeland)周一(8月14日)表示，如果美国坚持取消这一用以解决北美自由贸易协定国家之间的贸易争端解决机制的话，那么加拿大可能会退出本次谈判。
一名不愿意透露姓名的美国贸易代表官员表示，对原产地规则的修改是本次谈判的一个主要目标。但他未谈及美国是否会寻求收紧对汽车和配件原产地的规定。
不过，汽车行业的高管们对此持反对态度。因为他们担心，若美国收紧对汽车和配件原产地的规定，那么将会令汽车制造成本增加，并破坏当前十分复杂的供应链。
