德拉基重申宽松不动摇
欧洲央行行长德拉基(Mario Draghi)于欧洲议会经济与货币事务委员会季度听证会上发表介绍性声明时表示，欧洲央行将维持货币宽松立场；欧洲央行将在12月份评估政策，而评估的结果将保持非常高的货币宽松度，以此令通胀推升至目标水平。
德拉基还称，当前全球经济增速仍旧较危机前略微放缓，但全球经济预计将持续复苏，2016年欧元区经济表现富有韧性，欧元区经济增速温和但稳定，到目前为止，欧元区的经济受到英国脱欧公投结果的影响有所减小，欧元区顽强顶住了英国脱欧的冲击波；欧洲央行政策是当前经济复苏中关键元素。
德拉基进一步表示，全球经济正在面临显著的政治和经济不确定性，其中地缘政治的不确定性是当前众多不确定性当中最重要的因素；对银行业和金融市场的监管措施和监管框架的设立，欧洲央行不能够落后。
德拉基强调，欧元区企业债的购买十分成功，定向长期再融资操作以及担保债权总体上取得成功，单一监管机制也已取得显著成效；不过目前单一监管机制还需要更多的资源支持，委员会将在年底前讨论更多的单一监管机制资源问题。
德拉基还表示，欧洲央行当前正在解决债券稀缺问题；购债计划足够灵活，可以重新审视以维持货币宽松；不过财政政策必须遵守欧盟规则，同意欧盟委员会就财政政策的观点；此外，必须解决不良贷款问题。
德拉基进一步称，英国经济开放程度下降，也会对欧元区产生有限的扩散影响，可能程度要小一些；整体来看，影响根据各国情况会有不同，取决于他们和英国的贸易联系；同时，管委会支持有关基础建设投资的计划。
德拉基并表示，当前欧元不存在信任危机；欧洲央行持续监控金融稳定风险；当前欧元区最大的风险来自经济增速疲软；不能忽视金融稳定性风险；意大利债务是可持续的，意大利必须达到欧盟的预算承诺；欧元区国家要坚持遵守欧元区稳定和经济增长公约。
德拉基还称，一直以来，财政治理和银行业的措施都值得鼓励；欧洲央行寻求解决希腊债务的方法；抵押品的风险框架值得重新审视；当前一切都井然有序；但债券借贷项目较为不足；当前仍旧对希腊公共债务可持续性表示严重担忧，希望看到能恢复充分信心的解决方案。
