美联储耶伦证词鹰气十足
美联储主席耶伦(Janet Yellen)周四(11月17日)在美国国货做证词时表示，美国经济将会温和复苏，通胀能重回2%目标；本月初会议上，上调利率的理由持续增强；若未来数据提供更多支撑，近期加息将是合适的。
耶伦表示，现在通胀依旧低于2%水平，但今年年初以来有所上升；油价下跌，将支持家庭购买力，将能提振消费；美国经济将受到海外因素支持；风险大体均衡，我们并不对经济缺乏信心，美联储应维持前瞻性思维来制定货币政策。
耶伦还称，自11月份会议以来，数据都符合预期，通胀也在不断回升，加息证据越来越强劲；就业市场仍有继续改善的空间，且较预期更具持续性，美联储可能基于新的经济政策调整预期；此外，总体需求增速在近几年较为温和，目前来看，经济发展良好。关注即将公布的数据和发展，自11月来所见的迹象符合预估；总统和国会应该平衡财政政策的风险和利益。
耶伦进一步称，FOMC在11月份的判断是按兵不动，依然是合适的；将建议考虑长期财政挑战；必须时刻关注长期赤字的问题；经济状况相当接近充分就业；该由国会和政府来考虑财政政策；如果经济面临冲击，财政政策空间并不大。缓慢的生产率增长令人失望；记住财政政策对生产率的影响。
耶伦还表示，大选之后，市场出现一些波动性；市场预期美国财政政策将出现净扩张；财政政策可能有通胀效应；未来政策存在很多不确定性，且将持续相当长的一段时间；货币政策略显宽松，近期风险似乎达到合理平衡，逐步加息可能是合适的。
耶伦并指出，在后危机改革后，银行体制更加健全不希望危机后的银行改革出现退步；准确地衡量风险也是我们关注的重点；我们进行的压力测试是很有效的；抵押贷款的信贷标准已经收紧，不过小型企业贷款依旧充裕。
耶伦还称，央行在货币政策方面的独立性相当重要，央行独立性体现的经济成果表现更佳；美联储对国会负责，但应该让中央银行免受政治压力；深信美联储的双重使命——就业和通胀目标对美国人都非常重要；在追求美联储双重使命方面鲜有冲突。
