普京开“金口” 买单涌现原油怒涨逾3%
受产油国官员尤其是俄罗斯总统普京讲话所提振，布伦特原油期货价格周一升破53美元/桶，创下一年以来高位53.73美元/桶，飙升逾3%；美国原油期货价格短线升破51美元整数关口，刷新今年6月以来高点至51.60美元/桶，涨幅也达逾3%。
据报道，NYMEX最活跃11月WTI原油期货合约北京时间10月10日21:33一分钟瞬间成交12408手，总价值逾6亿美元合约推动美油随即突破51美元/桶。
自上个月石油输出国组织(OPEC)意外达成减产框架协议以来，油价累计升幅超过10%。
部分全球主要产油国的部长们本周在土耳其开会，探讨以何种方式结束原油市场两年以来供大于求的局面。
周一晚间，欧佩克秘书长巴尔金都确认，欧佩克和非欧佩克会议的时间为伊斯坦布尔时间周三14时（北京时间周三19时）。不过，伊朗和伊拉克不参加会议，但预计欧佩克和非欧佩克对阿尔及利亚协议的执行将达成共识，目前的氛围变得更加积极。
周一沙特、俄罗斯、以及委内瑞拉等产油国官员纷纷发表利多油价的言论，尤其是俄罗斯总统普京的讲话，着实大力提振油市多头的信心！
俄罗斯总统普京表示，俄罗斯愿意考虑协同OPEC冻结原油产量，甚至是减产。俄罗斯是全球最大的能源出口国。
普京周一在伊斯坦布尔出席世界能源大会期间讲话称，希望OPEC在11月份就限产达成一致，俄罗斯做好了准备支持这一决定。
“交易员对俄罗斯这一消息表示欢迎，该国准备加入其他成员国采取明智的策略来抑制供应并稳定油价，”ThinkMarkets UK首席市场分析师Naeem Aslam在一份声明中写道。
除了普京之外，沙特能源工业部大臣Khalid Al-Falih称，油价年底前升到60美元并非不可想象，乐观认为到11月时将达成完整的OPEC产出协议。
俄罗斯能源部长诺瓦克(Alexander Novak)对记者表示，俄罗斯准备原则上考虑石油输出国组织(OPEC)的提议，包括减产的可能性；仍然倾向于冻结原油产量。
委内瑞拉总统马杜罗称，油价在当前水平下是不可持续的；欧佩克应该达成协议以促成公平油价；希望能在周三达成石油协议。
随后，沙特能源部长法利赫表示，有关原油供应的讨论在正确的方向上。他们将与OPEC及非OPEC产油国进行讨论，并且将会达成共识，但不预期很快会有结果。各产油国都会接受合理的决定，并将会与伊朗就原油供应进行讨论。法利赫强调：“所达成的决定将会考虑各产油国的情况，接下来的几天对于协商来说非常重要。”
此外，阿尔及利亚能源部长表示，伊斯坦布尔会议是为11月的维也纳会议作磋商准备，预计非OPEC成员国将在伊斯坦布尔会议上作出相关承诺。
