美联储周三发布的7月会议记录显示，联邦公开市场委员会(FOMC)委员对美国经济前景和就业市场整体上乐观，但多位委员不赞成短期内加息，唯恐未来就业增长放缓。
纪要发布后，联邦基金利率市场显示9月加息概率为18%，12月54.2%，明年3月59.9%。纪要公布前联邦基金利率市场显示9月加息概率为24%，12月58.4%，明年3月65.4%。彭博报道称，美国联邦基金利率期货价格显示2017年1月有50%的可能性加息。
纪要刚刚公布后，金融市场短线坐上过山车行情。美元指数先是小幅攀升，之后抹去美联储会议记录公布之后最初录得的涨幅，转至平盘94.788附近交投；美国股市脱离日内低点，三大股指均收高；现货黄金先是下探每盎司1336美元日低，随后迅速拉升至1350美元上方。
