黑田东彦：量化宽松有利日本
黑田东彦周五表示，日本央行29日决定加大宽松力度，其目标是为了遏制市场信心变差。宽松措施有助于支持正在推进财政刺激和结构改革的日本政府，目前日本央行推进货币政策时未见到任何重大不利因素。
他表示，日本央行采取渐进的政策举措是不适当的。今天日本央行公布的政策措施不是渐进式的。日本央行希望支持有前瞻性的经济活动，如有必要将加码刺激。
黑田指出，认为日本央行对量化宽松措施重视度下降的想法是错误的。量化宽松措施对日本来说非常重要。
为了稳步实现物价目标，日本央行将继续实施QQE和负利率。也就是说，日本央行没有达到扩大量化宽松的极限，日本央行还有进一步下调负利率的空间。
他表示日本央行进一步下调负利率的效力将会非常大。日本央行将在下次会议上评估政策影响，其任何宽松措施将基于经济环境。日本央行为应对外部风险已经增加了足够大的刺激力力度。
黑田表示，负利率的效力已经在经济中有所体现，其正在对日本的经济发挥积极作用，对实体经济的影响此后将愈加明显。在负利率政策环境下市场运行良好。
