美联储柯普朗：主张缓慢、渐进和慎重地升息
美国达拉斯联储主席柯普朗周三(7月13日)在休斯敦的一次活动上称，全球性的不利因素削弱了美联储刺激美国经济措施的效果，使低利率政策不像在其他国家经济增长更快时那么具有刺激效果。因此，他主张美联储“缓慢、渐进和慎重地”升息。
他并称，“美联储在调整货币政策时需要比五六年前更慎重，因为要面对中国增长放缓、英国脱欧可能冲击全球和美国经济增长，以及其他全球性风险。”
自去年12月美联储进行近10年来首次升息之后，今年联储一直未能上调利率，因为国内经济数据令人失望，而且全球又出现新的问题。
不过，柯普朗表示，低利率已经帮助美国经济朝美联储充分就业的目标“取得很大进步”，对于央行2%的通胀率目标也缓慢取得进展。
经济方面，在谈到上周6月非农数据的强劲表现时，柯普朗回答称，“6月非农数据显示美国就业市场在改善，但联储宽松措施的退场只能以缓慢、有耐心的方式推进。”
他指出，“目前我们处在GDP缓慢增长的时期，这会带来很多影响，可能意味着我们在实现双重职责方面的努力将能取得进展，不过速度可能会慢一些。另外一个影响是，中性利率的水平可能更低。”
他还表示，“在经历了令人失望的第一季度之后，实际GDP增速应该在2%左右，今年消费支出料表现强劲。”
同时，柯普朗认为，“就业参与率的下滑很大一部分是因为人口统计因素影响，一部分是周期性的。预计到2024年，就业参与率还会进一步下跌到61%以下，所有变量不变的情况下，这会给GDP带来挑战，反弹回来的唯一办法是移民。”
美元方面，柯普朗称，“美联储对强势美元的影响‘非常敏感’，全球很多人都想持有美元资产，他们想要无风险资产，这造成了美元格外强劲的局面。”
关于英国脱欧的影响方面，柯普朗认为，现在还无法确定英国脱欧是不是会造成更大的后果，需要继续观察。
至于中国方面，柯普朗补充道，“美国应该意识到中国正在经历非常艰难的转型，享受不到中国强劲增长带来的益处，美国得适应中国GDP增速下降。同时，中国也面临资本外流的威胁，这种情况几年内稳定不下来。”
