美联储洛克哈特:对经济数据感到失望
周四（4月14日）亚特兰大联储主席洛克哈特发表讲话称，全球经济较为疲弱，且有进一步弱化趋势。美联储无法忽视外部经济的疲弱，但这不能决定政策。认同美联储主席耶伦“谨慎和耐心”的态度。而且通胀率一直低于美联储预期，对数据感到失望。
洛克哈特表示，一季度GDP数据较为疲弱，预计2016年GDP增速为2-2.5%。消费和投资趋于疲软令他对经济预期产生疑问。但是不认为美国经济非常脆弱。耐心地推行政策是合理的。
就通胀数据而言，洛克哈特称，美联储在通胀方面还有更多工作要做。FOMC能够接受通胀在一定程度上超过2%目标。目前核心通胀似乎走稳，但要下结论还为时尚早，且并不确定看到预期之中的广泛通胀压力。
关于全球的整体经济状况，洛克哈特表示，全球经济较为疲弱，且有进一步弱化趋势。美联储需要考虑全球发展势态。美联储无法忽视外部经济疲弱，但这不能决定政策。
在谈到市场最关心的加息问题时，洛克哈特表示，去年12月加息是合理的，可能为时太晚。美联储今年还有足够的会议支持进行2-3次行动。
“不提倡美联储在4月加息，4月依然有可能加息，但个人不大可能强烈支持。”
洛克哈特同时还表示，美国加息主要依靠经济数据，美国就业数据好于预期，正在越来越接近充分就业。预期美国长期经济增速为2%左右，但是他表示对通胀数据感到失望。
洛克哈特也认同美联储主席耶伦“谨慎和耐心”的态度。担心美国与其他国家货币政策的不同会影响汇率。目前对负利率的讨论与美国无关。
最后洛克哈特表示，目前对负利率的讨论与美国无关。希望看到每月非农人数新增20万以支撑6月支持加息。6月加息选项应继续保留。
