经济活动继续扩张，但地区差异很大
美联储周三（3月2日）发布的褐皮书指出，从今年1月初到2月底，美国大部分地区经济活动持续扩张，但地区之间以及行业之间状况非常不同。
良莠不齐的经济发展状况给美联储决策者在3月15-16日下次会议上决定利率路径政策时带来麻烦。
美联储褐皮书称，大部分地区消费者支出增加。褐皮书是根据从全国收集来的企业活动信息编辑而成的。
制造业活动持平，因仍受到美元走强、能源领域需求疲弱，以及全球前景恶化的拖累。
美联储决策者可能不会在本月会议上再次升息，因他们将继续评估全球增长放缓、金融市场紧张状况和通胀预期下降对美国经济的影响有多大。美联储继去年12月开始升息后，还没有进一步行动。
根据褐皮书，就业市场状况持续改善，但各地区的薪资增长“差别很大”；尽管汽车销售增加，但销售情况也存在“较大差异”；消费者价格基本持平。
美联储在去年12月称，进一步升息将部分取决于通胀向着2%的目标实现实质增长。
克利夫兰、波士顿和芝加哥受访企业报告称，消费者在支出方面保持谨慎，部分因为市场波动；波士顿和芝加哥受访企业还对消费者没能利用天然气价格下降机会增加支出表示“失望”。
芝加哥联储还指出，“对全球经济增长放缓的担忧已经导致股市下跌，资产支持证券价差走阔，以及金融市场不确定性加大”。达拉斯联储称，市场和货币政策不确定“导致对2016年增长前景产生忧虑”。
美联储称，大部分地区信贷标准维持不变，费城联储注意到标准略有收紧，特别是对能源相关行业。
对美联储来说的一个积极信号是，薪资普遍上涨。圣路易斯联储报告薪资出现两年来最大涨幅，尽管其它一些地区薪资压力趋缓。
此份褐皮书是由堪萨斯联储根据2016年2月22日或之前收集的数据准备的。
在美联储褐皮书公布后，美国短期利率期货保持在较低水准；美元指数延续跌势至98.18。
