周一,石油输出国组织(OPEC)发布报告称,因油价崩跌,今年非OPEC产油国的石油供应量降幅将大于之前预期,进而提振对OPEC原油的需求。OPEC在报告中指出,在美国带头 下,2016年非OPEC产油国每日供应量将减少66万桶。OPEC上月的预估为减少38万桶。
OPEC表示,“分析表明,2016年将是一个以供应主导的市场,也是市场开始恢复平衡的一年。”
“在未来六个月,非OPEC产油国的边际产量会对持续的低油价很敏感。”
非OPEC产油国的供应减少将缓解供应过剩的局面。供应过剩已经令油价跌至每桶28美元之下,至2003年来最低水平。OPEC从2014年开始转向保护市场份额,而不是扞卫油价的战略,帮助加速了油价的下跌。
油价的下跌已经开始使得美国页岩油等高成本原油供应相对放缓,迫使一些公司延缓或取消金额在数十亿美元的项目,给一些未来的供应带来风险。
OPEC指出,美国今年平均日产量将为1,350万桶,比2015年减少38万桶,是OPEC产油国外供应减少最多的,北海、拉丁美洲和加拿大等地的产量也将很脆弱。
但OPEC的报告没有提及伊朗被取消西方制裁后对供应的影响。OPEC成员国伊朗周一称,将每日产量增加50万桶。这一数量基本上等同于非OPEC产油国的减产数量。
阿联酋能源部长称,在目前供应过剩的情况下,任何增产都会恶化当前局势。在针对伊朗的大部分制裁被取消后,他是第一个就伊朗增产发表评论的OPEC海湾成员国代表。
报告称,OPEC成员国12月产量下降,令市场过剩的供应得以削减。该报告援引消息称,去年12月,包括新成员国印尼在内的OPEC日均产量减少21万桶至3,218万桶。
报告认为,如果该组织维持去年12月的产量不变,今年每日供应过剩53万桶,低于上个月报告中预估的86万桶。
OPEC维持今年全球原油需求增长不变,预计全球日需求将增加126万桶,低于2015年的154万桶。
