美联储联邦公开市场委员会(FOMC)议息会议美国当地时间周三(10月28日)结束，美联储最终仍然维持利率在0.25%不变。在随后的声明中，美联储仍然重申了美国经济正在温和增长，但同时也承认近期的就业出现一定程度的趋缓现象。
在最终投票方面，里奇蒙德联储主席莱克继续保持一贯的鹰派坚定立场，对维持利率不变投反对票。
FOMC声明中表示，美国经济温和增长，目前风险接近平衡，美联储将会继续关注全球局势。美联储重申评估内容包括了金融市场和国际的局势。
劳动力市场方面，就业增长趋缓，失业率保持稳定。美联储认为劳动力市场疲软自年初以来减少。劳动力资源利用率不足的情况自2015年初以来减退。尽管美国8月和9月非农就业人数都未能达到预期，但失业率继续保持低位，美联储在声明中也对劳动力市场表达了乐观的态度。
通胀一直是美联储加息道路上最大的障碍，美联储在此次FOMC声明中表示，目前通胀率继续低于目标。但美联储仍然重申预计通胀将在中期内升至2%。美联储表示，基于调查的通胀前景指标依然较为稳定，并重申加息时间取决于就业增长和通胀信心。声明表示，低通胀部分反映出能源、非能源进口价格下降。
同时美联储还重申房地产市场进一步好转，但出口仍较为疲软。家庭开支和商业投资稳固上涨。FOMC声明表示，美联储将继续维持再投资政策。
在美联储公布政策声明后，五年期通膨保值债券(TIPS)损盈平衡通胀率保持涨势，较长期TIPS损盈平衡通胀率在较低水准持稳；美国两年期和五年期国债收益率攀升至一个月最高水准；美国三年期国债收益率触及一个月高位，七年期国债收益率追平两周半最高水准。
美元指数大幅反弹50余点刷新日内高点至97.15，欧元/美元大跌约100点刷新三个半月低点1.0976，美元/日元下探日低后大涨近百点，最高触及120.96，英镑/美元下挫40点创两周新低1.5275，美元/加元大涨百余点最高触及1.3218，美元/瑞郎大涨约90点刷新逾七个月高点0.9918。
