在伊拉克，拉马迪的常规军事失败已经迫使政府派遣伊朗支持的什叶派准军事部队去帮助夺回这座城市。美国担心这可能激怒逊尼派占大多数的穆斯林省份，推动他们投入伊斯兰国的怀抱。
伊拉克什叶派民兵组织Hashid Shaabi的发言人阿萨迪（Ahmed al-Assadi）称，此次行动的代号是”Labaik ya Hussein”，这是为了纪念先知穆罕默德的孙子在公元7世纪的战斗中被杀，导致什叶派和逊尼派穆斯林之间分裂的一句口号。
阿萨迪在新闻发布会上表示，“Hashid Shaabi领导的Labaik Ya Hussein行动与军方保持合作和协调，我们认为解放拉马迪不会花很长时间。”
