希腊命令地方政府将现金转到央行

由于钱荒恶化且对国际货币基金组织（IMF）的欠款到期，希腊政府周一(4月20日)发布命令，要求地方政府和一般政府机构将现金储备转移至希腊央行。
希腊政府公报网站周一发布的总统令表示，“中央政府下属实体必须把它们的现金储备存入并把定期存款转到它们在希腊央行的账户。这一规定是根据极为紧急而且未预见到的需要所发。”
一位按政策要求不具名的希腊政府官员表示，希腊地方政府现金以2.5%的利率存入希腊央行，资金转移使政府有能力通过回购借入现金多达15天。
该官员还称，转入希腊央行的地方政府存款获得全面担保，养老金现金储备不在强制转移之列。各实体在必要时可以从存在的希腊央行的资金提现。
欧洲央行副行长康斯坦西奥(Vitor Constancio)在欧洲议会表示，欧洲央行相信不会有希腊退欧的事情发生。很难说欧洲央行没有资助希腊银行。
康斯坦西奥说，“我们一直乐于助人，但我不能保证我们会在任何情况下都资助希腊。在ELA问题上，欧洲央行要按照规则办事。”
