沙特油长：愿意帮助稳定市场

沙特阿拉伯石油部长纳伊米(Ali al-Naimi)周二(4月7日)表示, 若石油输出国组织(OPEC)以外的其他生产商与其共同努力，沙特随时准备“提高”油价。
纳伊米还指出今年3月份沙特阿拉伯每天采油约1030万桶，比前几个月有所增加，但是他并没有说明输出量上升的原因。同时他还预计近期近六年的油价低位在不久的将来将会有所改善。
周二晚些时候石油价格扩大涨幅, 因交易商把欧纳伊米的言论作为他可能重新开放与俄罗斯和墨西哥等生产商谈判，以遏制生产重振价格的标志。 美国原油期货上涨3.5%，收于每桶53.98美元，此价格接近今年的最高点。
他还在沙特的经济会议上表示：“沙特王国仍准备以合理合适的方式帮助市场恢复稳定性并提高价格，但这需要各主要石油生产和出口国基于明确清晰的原则和高透明度之上共同参与，因此沙特，海湾国家(Gulf countries)或石油输出国组织不必独自承担”。
尽管面对控制产量和稳定下行价格的压力，由于在与俄罗斯和墨西哥的讨论结束后并没有采取相应的行动，石油输出国组织在去年11月的会议上还是同意维持现有生产量。
最近几个月，由于油价的进一步下跌超出了一些石油生产国组织成员的预期，纳伊米就与石油输出国组织以外的主要石油出口国合作上采取了更加开放的态度。
纽约能源管理研究所高级合伙人Dominick Chirichella指出，纳伊米意在与其他生产商合作的言论“导致了两天的看涨情绪”。
纳伊米还重申，沙特阿拉伯与美国的页岩油不会形成竞争，并借机谈论了沙特的页岩天然气资源开发情况。
他指出，沙特预计明年起将开始每天生产约2000万到5000万立方英尺的页岩气, 到2018年生产量将增至5亿立方英尺。他还补充道，沙特拥有300万亿立方英尺的可提取天然气储量。
