伊拉克油长：2015年底油价料回升至每桶70美元

伊拉克石油部长迈赫迪(Adel Abdel Mehdi)周四(3月26日)预计，国际油价到2015年底可能达到每桶70美元，并淡然看待也门冲突的影响。
迈赫迪在接受采访时称，“油价在1月触底，不会跌得比当时水准更低。现在油价在缓慢但稳定地上升。未来油价将上涨，到年底可能达到70美元。”
国际油价周四跳涨约5%，连涨第二日，之前沙特及其海湾盟国对也门发动空袭，引发市场担忧战火可能蔓延至中东其他地区，从而干扰全球原油供应。
不过，迈赫迪认为，尽管也门危机等政治问题会对油价起到一定推动作用，但影响将短暂。”
全球油价下跌意味着，相比于采用产量分成模式的其它地方，伊拉克目前付给石油公司的技术服务费要多很多，巴格达方面正寻求与合作方重新商谈合同条款。
国际石油公司目前以服务合同的方式在伊拉克南部油田开展业务。根据签订的服务合同，伊拉克政府需要为增加的原油产量支付固定金额的美元服务费。而根据这一公式计算，巴格达方面在石油收入锐减的同时却要支付激增的费用。
迈赫迪称，他已于周四同荷兰皇家壳牌石油公司会晤，商议修改合同使之对双方都有利，但他强调尚未与该公司以及其它任何公司商定任何事情。
他表示，对合同进行的任何修改都不会使交易及其结构发生任何重大改变，到2020年日产量达到900万桶的目标也绝对未变。我们坚持遵守我们的时间表。
伊拉克目前每日石油出口量为290万桶，迈赫迪称3月平均出口量有望达到每日300万桶。
他还补充道，伊拉克将尽力在6月底之前偿还2014年以来仍欠石油公司的90亿美元。
当被问及伊拉克是否担心伊朗与大国达成核协议后重返石油市场时，迈赫迪回应称，地区稳定是最重要的事情。即便取消对伊朗的石油出口禁令，导致供应增加令油价承压，但“如果5+1国与伊朗的谈判取得成功，好处会大得多。
OPEC定于今年6月召开石油大会。迈赫迪称，并未看到沙特有减产的迹象，并认为OPEC会保护自己的市场份额。
