欧央行告诫希腊银行别买该国国库券

据外媒周二(3月24日)援引一位银行业知情人士称，欧洲央行(ECB)已要求希腊银行业者不要增持包括国库券在内的希腊政府债务。希腊目前仰赖欧盟、国际货币基金组织(IMF)和ECB的援助。但目前援助被冻结，欧央行进一步施压希腊政府与债权人就改革计划迅速达成协议，以解冻新援助金。
由于欧元区与希腊之间的关系一直僵持不下，迟迟未能就希腊援助计划达成共同意识，或再度令希腊退出欧元区的风险骤升，令欧元的反弹动力有所减弱，同时市场避险情绪也会升温，在此消彼长的情况，投资者需要谨慎关注希腊局势对国际金价所造成的冲击。
该消息人士表示，“作为监管者，欧洲央行和希腊央行出于谨慎，要求银行业者不要增加对希腊政府债券的曝险。”
希腊政府需为到期的国库券再融资，而部分海外投资者不愿将持有的希腊债券展期。欧洲央行的指示表明，其不希望希腊银行业者通过增持政府债券来填补政府的融资缺口。而这样做符合欧洲央行在货币政策方面已作出的决策。
发行国库券是希腊新政府仅有的商业融资来源。希腊银行业一直以国库券为抵押品，向欧洲央行融资，直至上月这种债券不再能作为贷款抵押品。
债权人规定希腊政府未偿还国库券的额度不得超过150亿欧元，希腊政府希望提高这一上限，但欧洲央行给予拒绝，称这样做等同于向希腊政府进行货币融资。
消息人士指出，“欧洲央行和希腊央行已经明确表示，可能不再接受国库券作为抵押品。”下月希腊政府有24亿欧元国库券需要展期。
