日本将向中国申请发行人民币结算债券

日经中文网报道，日本政府计划向中国申请放宽限制，实现在日本国内发行以人民币结算的债券。日本方面还将提议建立日本机构投资者对人民币金融产品的投资框架。日本将于明年1月召开官方与企业参加的筹备会议，呼吁中国进行磋商。为了将东京打造成国际金融中心，日本政府认为已开始推进国际化进程的人民币的交易扩大不可或缺。
中日在政治层面尚处于摸索修复关系的阶段，不过在金融领域双方在今年11月的财长会议上，就讨论设立合同作业部会达成共识。中国领导层将“人民币的国际化”作为重要政策之一，日本方面计划在该部会上，将扩大东京的人民币交易作为主要议题。
日本政府计划于1月中旬，召集日本3大银行和野村证券等民营金融机构、财务省、金融厅和日本银行(央行[微博])等，着眼为在日本国内正式启动人民币交易展开筹备工作。
具体来说，将实现在日本发行人民币结算的债券。目前香港(点心债)、新加坡(狮城债)和法国(凯旋债)等地已开始发行人民币债券，不少金融人士认为，在日本也应该实现人民币债券发行。关于在日本发行的人民币债券名称，“富士山债”等成为候选名称。
在中国开展业务的日本的金融机构和汽车租赁企业等被认为将涉足债券发行。如果人民币的筹措手段出现扩大，预计将有助于在华业务的开展。对日本充裕的投资资金充满期待的中国企业也可能发行债券。
日本政府还希望中国将日本的机构投资者指定为人民币境外合格机构投资者(RQFII)，使得日本的机构投资者能够在中国国内投资人民币股票和债券等。
如果日本的机构投资者获得了对华投资框架，将易于面向个人投资者开发和销售以人民币计价的金融产品。对于个人投资者来说，除了人民币存款之外，人民币资产的运用范围将出现扩大。预计还将讨论设立集中结算银行间人民币交易的结算银行。
中国与日本已开始日元与人民币的直接交换交易，但是利用情况增长缓慢。受两国关系趋冷影响，人民币债券的发行等停滞不前，日本在打造人民币离岸市场方面落后于其他国家。
运营金融机构之间通信网的环球银行金融电信协会(SWIFT)统计显示，截止2014年10月人民币结算在全球整体结算中所占比重为1.59%。低于日元的2.91%，但是差距正在不断缩小。有观点认为，成为人民币交易基地是将东京打造为国际金融中心的必要条件。
