日批准290亿美元的刺激支出计划 但效果存疑

东京12月27日 – 日本政府周六批准 一项规模290亿美元的刺激支出计划 ，通过补贴、购物券等方式向日本经 济成长落后地区和家庭提供帮助，但分析师对此举的刺激效果表示怀疑。
两周前，日本首相安倍晋三的执政联 盟赢得选举，其推行的“安倍经济学
”刺激政策获得新的民意支持。日本 政府称，预计这项规模3.5万亿日圆 (291.2亿美元)的计划会使GDP提高 0.7%。
考虑到日本艰难的公共财政，政府不 会为此项计划发行新债，而是依靠此 前预算案和税收收入中未动用的资金 。随着经济复苏，日本政府的税收收 入已经超过了预测的预算规模。
日本拟于4月统一进行地方选举，安 倍领导的执政联盟必须取胜以巩固执 政权力，因此本次计划的重点放在， 为地方政府提供补贴，使之采取措施 刺激民间消费，并支持小企业。
在计划当中，发放购物券、向低收入家庭提供燃料补贴、支持小企业融资 、重振地方经济等举措总计将花费 1.8万亿日圆。
灾后重建
其余1.7万亿日圆将用于防灾以及灾 后重建工作，包括2011年3月海啸的 受灾地区。日本政府还力求降低政府 房贷机构提供的抵押贷款利率，以此 提振房地产市场。
“这总比什么都不做要好，但我认为 这个刺激计划不会对振兴经济产生很大作用，”野村证券资深经济分析师Masaki Kuwahara说。
“这项计划直接针对的是安倍经济学政策遗漏的家庭和地区，因此可能在全国举行的地方选举中有利于安倍执政联盟。”
Kuwahara表示，因为经济前景存在 不确定性，这项刺激计划对消费支出 的提振力度可能不会太大，对GDP的提升可能也只有区区0.2%。
由于日本政府进行大规模财政支出的 空间已几乎没有，分析师认为，政府 必须寄希望于大企业涨薪在刺激经济和摆脱通缩的过程中发挥更大作用。
这项刺激计划也突显出，安倍必须艰 难地在提振经济和抑制飞速膨胀的债 务之间进行平衡。日本的公共债务规 模相当于GDP的两倍多，在发达国家当中高居首位。
