欧那密称沙特不会降低原油产量

阿布扎比12月21日 – 沙特阿拉伯周日表示，即使非石油输出国组织(OPEC)国家减产，沙特也不会为了提振油市而这么做。这是全球最大石油出口国沙特迄今发出的最强硬信号之一，表明其计划坦然面对数年来最为严重的油价跌势。
在谈到OPEC以外的产油国时，沙特石油部长欧那密告诉记者：
“如果他们想要减产，乐观其成：我们是不会减产的，沙特肯定不会减产。”
他补充道，他“100%不满意”目前的油价，但油价将会改善，尽管不清楚何时会改善。
油价已较六个月前的水准跌去一半。他将其归罪于投机客，以及OPEC以外的产油国不合作。
他在阿布扎比一次会议上发表的这些讲话，是沙特三天来第二次暗示不会调整原油产出水平，宁愿让油市自行企稳。
他的坚定基调得到了与会的其他阿拉伯国家石油部长的响应。
阿拉伯联合大公国(阿联酋)石油部长Suhail Bin Mohammed al-Mazroui敦促全球所有产油国明年不要增产，表示油价将很快回稳，但没有详细阐述。
**供应增加**
2015年全球对OPEC原油的需求预计将会减少，因为美国页岩油和其他竞争性供应增加，但需求增幅并没有那么大。
科威特石油部长奥马尔称，OPEC无需减产，也不会在明年6月的下次预定会议前召开紧急会议。
“我认为我们不需要减产。我们给了其他国家一个机会，而他们并不想这样做，”他意指在11月OPEC维也纳会议前与非OPEC产油国的接触。
OPEC在维也纳会议上决定维持每日3,000万桶的产量目标不变，让市场在没有OPEC干预的情况下自行恢复平衡。
这一立场被视为OPEC长期供应政策发生的明显转变。在OPEC原本的政策框架中，沙特阿拉伯一直扮演着举足轻重的供应者角色。
当被问及OPEC国家与其他产油国展开合作的可能性时，欧纳密回答道，“对所有人来说，最好的选择就是让最有效率者来生产。”
**阴谋论**
他还表示，OPEC的决定最终将有利全球经济。“当前的油价不会鼓励任何形式的能源投资，但有利于刺激全球经济成长，最终将导致全球需求提高，供应增速放缓，”他说。
伊拉克石油部长Adel Abdel Mahdi表示，他认为OPEC没有必要召开紧急会议，但“我们必须静观”OPEC维持产量不变是否正确。
欧那密否认政治因素影响该国的石油政策，称油价下跌不会对沙特或其他阿拉伯国家经济产生“明显的严重”影响。
油价下跌后阴谋论之说四起，包括沙特寻求遏制美国页岩油繁荣，沙特希望打击伊朗和俄罗斯，因他们支持叙利亚等。
此次维也纳会议前，有迹象显示若OPEC减产，俄罗斯也可能减产或降低出口。但会后俄罗斯传递出来的信号是，该国将维持产量不变。
