油价下跌，欧元区加紧准备QE

欧洲央行执委普雷特(Peter Praet)周二(12月9日)指出，全球油价持续走低的状况有可能会在此后进一步将欧元区的通胀率推至接近于零的水平，这意味着欧洲央行管理层将有更迫切的需要去对量化宽松(QE)措施的相关选项加以更多斟酌。
普雷特当天在美国华盛顿出席活动时指出，考虑到近期油价大跌的冲击，欧元区的通胀率甚至有可能在未来数个月间陷入负区间，虽然在正常年景下，各国央行都会对低油价提升实际收入水平并提高投资者预期的状况表示欢迎，但是现在欧元区的经济基本面状况则大不相同，油价带来的通缩只可能令经济状况雪上加霜。
此前，欧洲央行已经承诺在此前将其资产负债表规模再扩大1万亿欧元，以向区域内18个成员国提供更多流动性，并将在明年年初对其现有宽松措施的效果再作评估。而数据显示，受油价下跌的影响，欧元区11月份的消费物价指数(CPI)同比升幅已经仅剩下了微不足道的0.3%，这使得欧洲央行尽快出台大规模资产收购措施以提振通胀率避免通缩的压力益发增大。
此后，欧元区11月CPI修正值将在下周三(12月17日)发布，而在明年1月7日，12月份的CPI初值也将得到发布。业内机构巴克莱此前已经预计，在近期原油价格进一步下跌之后，欧元区通胀率将在12月份降至零。
普雷特因而表示，欧洲央行将“尽其所能”来履行其维持物价水平稳定这一首要职责，并称央行的法律顾问以及风险管理师团队正在就资产收购措施的具体细节而忙碌着。他强调，欧洲央行将区域内通胀率水平维持在略低于2%水平的这一目标，目前仍然不变。
欧洲央行明年的会议日程安排已有所调整，不再在每月首个周四召开例会。下次会议的时间将在1月22日。
