据华尔街日报报道，欧元区进一步接近达成新的希腊救助协议，但欧洲领导人周日布鲁塞尔峰会所考虑的协议将要求希腊总理齐普拉斯(Alexis Tsipras)几乎全盘接受债权国提出的要求。
欧元区财长们在峰会召开前准备的一份声明显示，只有希腊议会通过养老金改革、上调销售税计划以及更多金融政策措施，欧元区才会启动围绕希腊新救助方案的谈判。
尽管周日的谈判取得了一些进展，但是希腊在欧元区的前景依然悬而未决。声明建议，若未能达成协议，应迅速磋商希腊暂时脱离欧元区的事宜。
上述表述在协议书的可能性条例中，表明这种说法未得到欧元区19个成员国财政部长的全数支持，不过依然显示出，当前谈判所处的攸关时刻。
希腊议会通过上述措施可能会使齐普拉斯领导的激进左翼联盟(Syriza)分裂，并由此触发希腊进行新的选举。另外，针对希腊将如何向欧洲央行偿还于7月20日到期的42亿欧元债券利息及本金仍无答案。
